Co-authored the 2021 law legitimizing and taxing POGOs but later supported their phaseout in 2023.

Part of a Cavite political dynasty, he is the son of ex-senator Ramon Revilla Sr.

He was elected Senator (2004, 2010, 2019) and Cavite governor (1998-2001), advocating for social welfare and infrastructure through laws such as the Kasambahay Law and Free Higher Education Act.

In 2013, he was linked to the pork barrel scam, alleging P224 million in kickbacks, and eventually arrested for plunder in 2014.

He was acquitted in 2018, then ordered to return P124.5 million, but he was cleared of graft charges in 2021.

He was implicated in a coup d’etat related to the Oakwood Hotel mutiny, but the Supreme Court ruled in his favor regarding jurisdiction.

Honasan faced charges related to the alleged misuse of PHP 30 million of his PDAF. However, the Sandiganbayan 2nd Division cleared Honasan in two graft cases related to the pork barrel scam.
